Scope note
- Any set of programmes designed to train persons for specific skills, not necessarily employment related, e.g., community leadership. Encompasses all programmes which provide training and/or the requisite basic education to provide a labour force capable of meeting the labour supply needs of a nation or a specific sector or industry.
