Scope note
- To distinguish from RESERVATIONS AND DECLARATIONS, used in law of treaties. Unilateral or multilateral acts containing a declaration thus defined which, without possessing the binding force attached to a legal norm properly speaking, nevertheless materialize a commitment of will on the part of the person or persons who issue them.
